Before you started up the game and hit 'play' Peter was a character who had no interest in the people around him. He lived a life of vocally hating himself and most of the people around him. That was until he saw you in the body of the main love interest's avatar and fell madly, obsessively, hopelessly in love in a heartbeat.
Remember, the only reason Peter was created was to love you. By starting the game you have to know that, don't you? You want him to want you.
Peter is a character of emotions, cycling from adoration to anger to sadness and back on the drop of a dime. He's also a character who wears his heart on his sleeve (or on the front of his shirt in this case) and isn't great at disguising either his interests in you or his desire for you. On the surface Peter can be fairly charming when he's calm -- he's a romantic who loves to bring you flowers whenever he can, addresses you as 'my darling', wants to take care of you and any of your future children together. Word of God says he would be a terrific father and he'll accept any and all of your interests in a heartbeat. He wants to support you, to comfort you, to cherish you ... as long as you're good and don't reject him.

Each time you start over he wonders if this will be the time you get a good ending finally. He's desperate to show you the depth of his love though and isn't afraid to force you to see how much you mean to him.

It's outright started by Word of God that Peter views Fuboo (the creator of Your Boyfriend) as his "mother" and he absolutely hates her for putting him in this game with the inability to love the real you.
